Premium-rate telephone regulator hands down record fine

Alexander Macpherson has acted as the clerk to the oral panel of ICSTIS (the regulator for premium-rate telephone lines) in its investigation of the Richard and Judy "You Say We Pay" competition. As widely publicised in the national press and media, the panel found that viewers were regularly being invited to call and enter the competition at a time when the list of winners had already been selected. ICSTIS issued a record £150,000 fine in its adjudication of 6 July, stating that there had been "reckless disregard" for the interests of viewers. This is one of several investigations in which Alex has been instructed to act as the clerk to the oral panel, advising them as to the law and drafting their adjudication.
